POSIX Subroutine: Changes the owner and group of a file.

CALL PXFCHOWN (path,ilen,iowner,igroup,ierror)

path	(Input) Character. The path to the file.
ilen	(Input) INTEGER(4). The length of the path string.
iowner	(Input) INTEGER(4). The owner UID.
igroup	(Input) INTEGER(4). The group GID.
ierror	(Output) INTEGER(4). The error status.

If successful, ierror is set to zero; otherwise, an error code.
